Under the Regulation of the Council of Ministers of 30.12.2016 was created in Biala Podlaska a new subzone of the Pomeranian Special Economic Zone (SPSEZ). The SPSEZ covers the area of 94,06 ha of which 69,03 ha belongs to the Municipality of Biala Podlaska and 24,73 ha belongs to the Agency of Military Property. The SPSEZ is located on the former military area (currently active landing – ground) in the vicinity of the international road transport corridor E30 from Cork in Ireland to Omsk in Russia and the international railway transport corridor E20 from Berlin to Moscow, which is the part of the New Silk Route connecting China and Western Europe.

The entrepreneurs conducting business in the SPSEZ on the permits basis, are entitled to income tax relief (PIT or CIT) regarding on investment expenditures given in the permit, or the level of employment given in permit. The value of the relief is calculated as a product of of maximum allowed aid and the investment costs or the two years employment costs – choosing the higher costs.

Public aid – the legal regulation in force:

• the maximum allowed aid within the lubelskie region for small and medium entrepreneur are 70% and 60%.
• the minimum investment cost is 100 thousand Euro – the minimum period of pursuing business activity is 5 years, and 3 years for small and medium entrepreneur.
• the minimum entrepreneur’s own contribution is 25%
• the other non-refundable aid is calculated as a public aid.
